Dick Meadows

Dick has over 37 years of experience  working for the State of California in various senior  management positions. As the Departmental Contract Officer  at Caltrans, Dick managed the work of approximately 25  individuals writing contracts for the department as well as  performing audits of the statewide service contract function.  Dick is our primary consultant for our CCCP (California  Construction Contracting Program) and has the background and ability to guide small business owners through the process of researching and bidding on Caltrans jobs.
