Small Business Development Center (SBDC) Contractors

You are invited to submit a proposal, in accordance with this RFP, to the Shasta-Cascade SBDC to perform business advisory services for our small business clients.

This RFP is meant to provide interested professional consulting firms with sufficient information to enable them to prepare and submit proposals for consideration by the SBDC for professional advising and training services as described in this document.

 

Background / introduction

The Shasta-Cascade SBDC is a non-profit small business resource center and part of America’s Small Business Development Center network.  We provide counseling and training services to small business clients in Shasta and Trinity counties.  The Shasta-Cascade SBDC is part of the Northern California SBDC region and America’s SBDC network.  More information can be found here:

Our counseling services are CONFIDENTIAL and at no-cost to the client.  Training sessions are usually at no cost, however some may require a small fee.  We are funded in part through a cooperative agreement with the U.S. Small Business Administration.

The Shasta-Cascade SBDC is seeking multiple Contractors with expertise in some or all of the following areas to help small business clients in the following areas:

  • Branding
  • Customer discovery

Mid-size Companies

  • Other related areas

 

Start-up / Innovation / Equity Investment

  • Start-ups
  • Business investments (e.g., angels, VCs, etc.)
  • Technology / innovation
  • Other related areas

 

Scope of services

Contractors working at the Shasta-Cascade SBDC will provide the following services:

One-on-one specialty advisory services to for-profit businesses in fields identified under “topic areas” above. 
Facilitate / lead educational, entrepreneurial workshops.
Communicate with fellow advisors and center management on client progress.
Maintain accurate reports in SBDC’s database.

Contractors will not be expected to exceed an average of 30 hours of services per month.

All work will be performed in accordance with the terms of a contract with the SBDC.  The Contractor will not be considered an employee.  The anticipated scope of work is expected to include:

 

Business Advising

  • Develop a Scope of Work for each client engagement to be approved by the director of the Shasta-Cascade SBDC.
  • Prepare for client meetings by conducting research and needs analysis.
  • Meet with and advise clients regarding management of their business or prospective business.
  • Document key points discussed, outcomes, and next steps for each client meeting—in person or virtual.

 

Workshops

  • Develop new curricula and workshop content.
  • Facilitate / lead SBDC workshops using pre-existing and/or new content.

 

Recording of Economic Impact Milestones

Contractors will be considered Shasta-Cascade SBDC Business Advisors and will be retained expressly to provide expert business counseling that will help clients achieve economic impacts.  These include, but are not limited to:

  • Capital Infusion
  • Increase in Sales
  • Jobs Created or Retained
  • Business Starts

As SBDC Business Advisors, Contractors shall contribute to periodic efforts to capture and document evidence of clients’ progress towards these economic impact goals.

In addition, Contractors should strive to conduct every client engagement with the goal that at least 40% of the clients should produce economic impact results within one year. 

 

Other

Participate in meetings and other activities intended to build the strength, relevance, and financial sustainability of the Shasta-Cascade SBDC services.

 

Location of services

The Shasta-Cascade SBDC covers Shasta and Trinity counties.  We are seeking Contractors willing to provide these services throughout the counties, including Weaverville and the rest of Trinity county, the Redding / Anderson / Cottonwood / Shasta Lake areas, and the Shingletown and Burney areas.

 

Anticipated selection schedule

We anticipate awarding a contract for these services during December for work to be performed between January 1-December 31 2020.
